Residence permit and registering as a resident

If you want to move to Finland from outside the EU member states, you will usually need a residence permit. Matters related to residence permits are handled by Finnish embassies abroad and the Finnish Immigration Service in Finland. The process for applying for a residence permit for an employee must be initiated at a Finnish embassy in your home country. You can start working in Finland only after you have received a decision and a residence permit card.

If you are a citizen of an EU member state, you are not required to have a residence permit in Finland. You can stay and work freely in Finland for up to three months. You must have a valid identity card or passport. You can receive a personal identity code from a Tax office or a Local Register Office. If your stay lasts for more than three months, you have to register your right of residence with the Finnish Immigration Service. The form to be used is called the Registration of right to reside of European Union citizen (EU_REK). It is recommended you make an appointment in advance for visiting a service point of the Finnish Immigration Service.
