Violence

If you need the police in an emergency, call the emergency number 112.

If a member of your family uses violence against you or threatens to do so, you can seek protection in a shelter by contacting social emergency services in your municipality during office hours at 8 am–4 pm. Outside office hours you can contact the social emergency services by calling the general emergency number 112. If necessary, an on-call social worker will issue the shelter with a financial commitment, which means that the social welfare office will pay for your stay in the shelter.

Discrimination and racism

If you suspect that you have experienced discrimination when applying for a job or at a workplace, begin by trying to resolve the issue in the workplace. If the issue cannot be resolved in the workplace, contact the occupational safety and health administration of the Regional State Administrative Agency of Northern Finland.

If you experience discrimination, you can also contact the ombudsman for minorities.

If you have become a victim of a racist crime, you can report the offence online or at a police station.

Death

If a person dies outside hospital care, notify the police or a doctor immediately. The police will ensure that the cause of death is determined and convey information on it to the Population Register Centre.

When a person close to you suddenly dies or you are involved in a life-threatening situation, you can obtain help and support from a parish or a crisis support group. Please contact your local health centre, from where you will be referred further on.

The Evangelical Lutheran parish of the Ylivieska region has several cemeteries. Since cemeteries owned by Evangelical Lutheran parishes are used as common cemeteries, persons who did not belong to the Evangelical Lutheran Church can also be buried there. In other words, they are meant for all residents. More information is available on the website of the parishes. It is possible to apply for financial assistance from a social welfare office if the deceased was without financial means.

Problems in marriage and relationships

Family counselling centres provide help with problems related to relationships and family life. The Kallio Health and Social Services Federation of Municipalities’ (Peruspalvelukuntayhtymä Kallio) family counselling centre, which is shared by Alavieska, Sievi and Ylivieska, is located in Ylivieska, and there is a separate centre in Nivala. Divorce

The wife or husband alone or both spouses together can file for a divorce. A registered partnership can be dissolved on request by one or both partners. A divorce application is filed at a District Court of either spouse’s municipality. A divorce must be applied for at a District Court by written application. A registered partnership is dissolved in the same way as a marriage.

Children's problems

A public health nurse at a child health clinic can help you with questions related to the health, growth and development of your child. If necessary, you will be referred by the clinic to other services for help.

A school public health nurse, for example, can help with problems related to children of school age.

Mental health problems

Alavieska, Sievi, Ylivieska and Nivala

The Kallio Therapy Centre offers mental health services for residents who have serious mental health problems and/or whose working ability is under threat. New customers can contact the Therapy Centre by leaving a call-back request on 08 419 5320. Mental health workers answer call-back requests and assess the need for and urgency of treatment.

Depression nurses can be contacted during crises or in the case of less severe mental problems. You will need a referral from a doctor or a nurse at a health centre.

Intoxicant abuse

If you are having problems with alcohol, drugs or other intoxicants, or have a gambling addiction, you can get help by contacting an A-clinic.

If necessary, you can be referred to other services. For emergency services, such as detoxification, you can get help on Mon–Thu at 8 am–10 am.
