Family crises

In Kainuu help with family problems can be obtained from the family advice centre. A customer may contact the family advice centre directly or become a customer through parties of cooperation (such as day care, school, social welfare or specialised medical care). Mannerheim League for Child Welfare help lines

The Mannerheim League help line for children and young people 0800 120 400 may be called free of charge from anywhere in Finland. At the other end of the telephone is a trained volunteer who has time to listen. The telephone staff are bound by a code of professional secrecy. Lines are open 2-8 p.m. from Monday to Friday and 5-8 p.m on Saturdays and Sundays.

parent line 0600 12277 is available if you have questions and concerns relating to bringing up children. Calls cost 0.08 euros/min. + local network charge. Calls will be answered by an adult volunteer 10 a.m.-1 p.m. and 5-8 p.m. on Tuesdays, 2-8 p.m. on Thursdays, and 5-8 p.m. on Sundays.

Applying for divorce

Application for divorce may be made to the local District Court, either separately or together with the spouse. Obtaining a divorce involves a six month period for reflection for the two parties, after which the final divorce must be applied for within a further six months. Decisions may be made together with the divorce application concerning the care of underage children, accommodation, maintenance allowance, and visiting rights. Property may be distributed according to an agreement drawn up between the parties during the period of reflection, or the District Court may appoint an executor in case of dispute.

Advisory services

Advisory services in Kainuu include consumer advice, financial and debt counselling, patient advisory services, social advisory services, and general safeguarding of interests.

Debt counselling offers help in establishing the overall financial situation. Financial counselling provides information and guidance in matters relating to taking out loans. The patient ombudsman advises the patient or relatives of the patient on issues relating to the patient’s status and to legal matters. Victim Support Finland

Victim Support Finland provides support in the recovery of victims of crime, those closest to them, and the witnesses of crime. The activities of Victim Support Finland are coordinated by the Finnish Red Cross.

Victim Support Finland service points are staffed by support volunteers who help crime victims personally. Apart from the cost of telephone calls, support services are free of charge to the customer.

The Victim Support Finland help line 0203 16116 is open 1-9 p.m. Monday and Tuesday, and 5-9 p.m. on Wednesday.

The legal advice service 0203 16117 is open 5-9 p.m. Monday to Thursday.

Death

Help relating to the death of a close relative can be obtained from parishes and voluntary organisations, and from social and welfare services for the province of Kainuu

- If a close relative dies at home, contact the police or use the general emergency number

- If a close relative dies in hospital, the hospital will register the death and issue an official death notice. A death certificate can be obtained from the hospital.

Matters to be attended to include:

  • Your own church will provide help with funeral arrangements (place of burial, date, chapel, priest, cantor, etc.)
  • The family of the deceased is responsible for the funeral arrangements. If the deceased had no family, the local social affairs department will take care of the arrangements.
  • Publishing of a death notice in the newspaper is optional.
  • Information about the death passes to the Social Insurance Institution of Finland and/or pension insurance company via the authorities, but the family of the deceased may also make contact.
  • If the deceased possessed insurance, contact should be made with the appropriate personal, accident and/or property insurance companies.
  • Termination of the deceased’s service agreements relating to the property (TV, energy, water, waste management).
  • Notification to the post office and bank.
  • Executor of the estate: one member of the deceased’s family should be authorised by the family to take care of matters (for example, a general power of attorney for legal proceedings).
  • If the deceased had prepared a will, the contents must be made available to all who stand to inherit.
  • The estate inventory must be submitted to the authorities within three (3) months of the death.
  • Taxation: changes may occur in taxation for the surviving spouse; this should be clarified personally with the relevant municipal tax office.
