Social services for refugees

The City of Oulu Immigration office provides social and healthcare services for newly arrived immigrants at Villa Victor, located at Kirkkokatu 54 (online details available in Finnish and English. These services continue for three years for newly arrived refugees and six months for returnees, after which they are provided by the social services and health centres of the City.

Open early education

Open early education comprises guided activities for children who are cared for at home. This is a good alternative to full-time nursery schooling when one or both parents are at home. Morning and afternoon activities for schoolchildren

Morning and afternoon activities provide schoolchildren with a safe and stimulating environment before and after the school day. These activities are provided for children in school grades one and two, and up to the ninth grade for children with special needs who have parents who work or study. The International Family Club is intended for international stay-at-home parents. The club provides an opportunity to meet other parents and share the joys and sorrows of everyday life. Advisory service for the elderly

AINO is a consultation service for the elderly that gives advice on the services provided for the elderly by the City, the private sector and the third sector. The advisory service is free of charge and provides preventative services for the elderly and their families.

Services for disabled people

The Social Welfare Office for Disabled and Mentally Handicapped People (Oulun vammaispalvelut) provides services for the physically and mentally disabled. The services are co-ordinated by the Social Welfare Office for Disabled and Mentally Handicapped People. Social and financial support

Social and financial support services provide support, help and guidance with all social and financial problems. Supplementary benefit is a last resort that guarantees a minimum income in situations where the income and assets of an individual or family do not cover everyday living expenses. You may apply for supplementary benefit if no other means of social support, such as unemployment benefit, housing benefit, student loan or maintenance support, are enough to guarantee a minimum income.
