The social services centre in the City of Kajaani is involved in the day-to-day life of inhabitants in all its aspects. Social work, living allowance, day care and other support for the care of small children, child welfare, special services for the elderly and disabled, and drug abuse services all play their part in fostering the independence, security and equality of life for the inhabitants of the city.
The task of social work is to provide assistance and support to individuals and families in resolving problems, and to alleviate the anxieties giving rise to those problems. Social workers work alongside customers in investigating their problems, and organise the necessary support measures for maintaining and promoting the security of individuals and families, and their ability to cope with day-to-day life.

Social security
Primary support, including living allowance, student aid, and labour market subsidies, is applied for from, and paid by, various state organisations, such as the Social Insurance Institution KELA (www.kela.fi) or the Employment Office (www.mol.fi). Living allowance is applied for from, and paid by, social services.
Living allowance
Living allowance is individual financial support which can be applied for and granted in circumstances where wages or other income or assets do not meet the cost of a reasonable standard of living. The amount of living allowance payable is the difference between income and expenditure as defined in the Act on Social Assistance.
Emergency
Those in need of urgent and acute assistance are admitted by emergency social services without appointment. Applications for guidance on matters concerning living allowance can be made at the social services centre on weekday mornings from 9 a.m., Osmonkatu 3, FI-87100 KAJAANI.
The emergency social worker’s help line +358 8 615 67741 is open Mon, Wed, Fri 9-11 a.m. and 1-2 p.m., Tue 11-12 a.m. and 1-2 p.m., and Thu 9-11 a.m.
Immigrant services
Social services for asylum seekers and refugees are centralised through the city’s immigrant services Lönnrotinkatu 3, 2nd floor, FI-87100 Kajaani, tel. +358 8 615 52760. Immigrant services receive applications from and pay customers statutory living allowance, introduce them to the Finnish social security system, and offer the services of social workers, refugee directors, health care workers, and other support and guidance personnel familiar with immigrant work.
In case of emergency, immigrant services also have special contact times for refugee directors, health care workers and social workers

Day care provision
- Day care is provided for all children under compulsory school age, according to need.
- The right to a day care place is prescribed by Finnish law.
- Day care children start pre-school education when 6 years old.
- Compulsory school education begins at 7 years of age.
- Day care functions according to the individual needs of children and their families, and by respecting cultural background to ensure equal treatment.
Organisation of day care
- Day care in Kajaani is arranged in municipal and private day care centres, and through family day care.
- Family day care refers to care provided in the family child minder’s own home. A family child minder may take care of a maximum of four underage children and one pre-school or school age child.
- There are 13 municipal and 13 private day care centres in Kajaani, located in the following areas of the city: city centre, Lohtaja, Pikku-Kettu, Teppana, Kuurna, Lehtikangas. Approximately 50 municipal, and a similar number of private, family child minders operate within the same areas.
Special day care
- Day care in Kajaani includes a multiprofessional team operating in support of the growth and development of children requiring special care and education.
Content of day care
- Day care and pre-school services in the City of Kajaani create a secure growth and living environment for children and their families.
- The day care daily routine consists of play, teaching and activity hours, outdoor activities, daytime nap, and catering which includes breakfast at about 8.15 a.m., lunch at about 11 a.m., and snack at about 2 p.m.
- Kajaani day care centre personnel are qualified in childhood education.
Applying for day care
- Registration for day care is by using the form available at applying for day care. An immigrant services worker or immigration coordinator can provide assistance in completing the form.
- Assistance at the start of day care is provided by the childhood education immigration coordinator together with an immigrant services worker and the day care centre personnel.
