Registration (Rekisteröityminen)
An immigrant becomes a resident of the municipality when he or she is recorded in the Finnish population information system. When you move to Mikkeli, there are three things you must do:
Go to the localregister office (maistraatti – address Raatihuoneenkatu 5B) to be entered in the population register. Take your passport, residence permit, and original documents, such as your marriage certificate.
Fill in and sign the Registration of Foreigners form (Ulkomaalaisen rekisteröinti-ilmoituslomake) and the Change of Address Notification (Muuttoilmoitus). After registering, you will be issued with a personal identity number (personal ID).
When you have received your personal ID, visit Kela (address Mikonkatu 3) and fill in an application for a Kela card (Kela-kortti).
Go to the police station (address Hallituskatu 4), and present your passport and residence permit. At the police station you can find out, for example, whether your driving licence is valid in Finland.
Police (Poliisi)
Matters relating to residence permits are taken care of by the police. The police issue driving licences, identity cards, passports, firearms permits, and invalid parking permits. If you have a driving licence issued elsewhere than in Finland, ask the police whether your driving licence is valid in Finland.
