The move to Kuopio
Registration
An immigrant becomes the resident of a municipality when s/he has been marked in the Population Register. When you move to Kuopio, you should do 4 things:
Go to the local Register Office (maistraatti, address: Käsityökatu 43) to report for entry into the Population Register. Take with you passport, Residence Permit and original certificates (for example marriage certificate and birth certificates of children to be registered, and official translations of these).
Fill in and sign the form “The Registration Information of a Foreigner” and a “notification of move”. After registration you will receive a Personal Identity Number.
When you have received your Personal Identity Number, visit the local office of the Social Insurance Institute (Kansaneläkelaitos - Kela) at Suokatu 40, and there fill in an application for a Kela card (Social Security Card).
Go to the police station (poliisilaitos, address: Suokatu 44 B) and present your passport and Residence Permit. At the police station you may also ask if your driving licence is valid in Finland.

The city of Kuopio Refugee Unit (maahanmuuttajapalvelut) helps refugees and returnees in all matters.
